The Goal: Implement a Modern, Adaptable Platform
The Board needed a solution that could digitize and streamline the entire lifecycle of the case workflow. The system had to be intuitive for infrequent public users, yet powerful and adaptable enough to support the agency’s internal workflows. It also needed to be self-managed by staff, reducing long-term reliance on IT support or outside vendors.

The Challenge: Urgent Replacement, Minimal Disruption
With the previous platform set for sunset, the Board was under pressure to act quickly. In addition to a legacy platform that was going away, it was also outdated, limited in functionality, and not built to support the agency’s full end-to-end workflow. Off-the-shelf systems on the market were designed primarily for court operations, which were overpriced and overcomplicated for the purpose and didn’t align with the agency’s structure or workflow.
The Board team needed more than a vendor, but a partner who could meet them where they were, deeply understand their way of working, adapt the system to their needs, and deliver quickly without compromising long-term flexibility or control.
Our Approach: Collaborate, Understand, Adapt, Deliver
FSX began with a discovery phase to understand the Board’s daily operations and requirements. Through close collaboration, the team adapted FSX Agency to mirror the Board’s workflow, integrating key functions including eFiling, eService, docketing, and adjudication in one seamless tool.
In addition, the FSX Agency platform, designed through Microsoft Azure, ensures security and compliance with FedRamp standards, giving the Board peace of mind that operations are secure.
FSX also migrated legacy case data without disruption and trained agency staff for full system ownership. The result was a clean transition from the previous system to a future-ready platform in less than 6 months.
The Results: A Strong Foundation for the Future
Since its launch in 2024, the Board has experienced a fully digitized and significantly more efficient process for environmental appeals. Staff has full control over system management, reducing reliance on vendor support. Public users benefit from a simplified interface, while internal users gain access to tools that streamline decision-making and case resolution.

About the Pennsylvania Environmental Hearing Board
The Pennsylvania Environmental Hearing Board is a state agency that handles appeals related to environmental decisions made by the Department of Environmental Protection.
The Board holds hearings and issues Adjudications, Opinions, and Orders, and manages cases involving air quality, water resources, waste management, and other environmental regulations. The Board serves both internal staff and external filers who need a reliable system for submitting and tracking case information. The Judges of the Board are appointed by the Governor, subject to confirmation by the Pennsylvania State Senate.
