Go to https://www.fileandservedelaware.com/ and click on the “Register” link below the “Login” button. This will take you to the registration page where you can choose the type of account you want to register and follow the steps to create your account. Note that there is an option to join an existing account. You will need to obtain your organization identification number from your account administrator to complete this option.
File & ServeXpress accepts American Express, Visa, and MasterCard credit cards, debit cards, and pre-paid debit cards for File & Serve Delaware transactions. File & ServeXpress also offers monthly billing for firms/agencies with credit approval. The administrator should select the “Admin” tab from their homepage and select “Modify” next to the organization name. Then they should click the box next to “Request for monthly invoice” and “Save” to send the request. For more information, please contact customer support info@fileandservexpress.com.
Your account administrator can create new accounts by clicking on the “Admin” tab in their account. Upon entering the User’s information and clicking “Add User” an email with credentials will be sent to the new user to Register and Activate their account.

If you have a Basic User account, you will use a credit card to pay for your court and File & ServeXpress filing fees at the time of your transaction submission. If you have an Advanced User account (i.e. law firm, attorney), you will no longer have to worry about paying by credit card each time you file but rather, we will send you a monthly invoice with all your charges to include client matter numbers.
No, File & ServeXpress is currently only available for eFiling and eService for civil cases in Fulton County State Court.
File & ServeXpress stores all documents filed and served on its secure web-based application. We will send you an Accepted email notification in which you may then log in to FSX and retrieve your file-stamped documents. Access to the documents you file, or are served with, will not expire and will always be available on FSX.
While each document attached will be a main document, the court prefers that the Complaint is attached first.

File & ServeXpress Application Questions
If it is a Jurisdiction that provides conformed copies, please view the PDF version of your accepted document. You can find the PDF in many places in the application, including the view link in the case history search or the PDF link on the transaction details page.
Go to the Preferences section (upper right-hand corner of any screen) and select the “My Notification Options” link on the left-hand side. From there, you can Select one of the following Notification Options:
- Do Not Send email – no email notifications will be sent
- Individual email notification – email notification of new Inbox items as they arrive
- Daily email notification – one daily email per court that includes notification of all new Inbox items for the day – no documents attached
You can also adjust forward notification options, message board notification options, and more as needed.
You can modify and create Alerts from the “Alert Configurations” page. You have the following options for each existing alert:
- Edit – Change any settings for the Alert, such as the Alert name, email notification settings, and more. From here you can also choose to temporarily disable the alert.
- Copy – Create a duplicate of the Alert with the same settings, ready to edit.
- Delete – Remove the Alert entirely.
There is no file size limit for uploading documents on File & ServeXpress, but for best performance, we recommend a size limit of 5MB per document, and 35MB for the entire transaction. Please note, the Court you are filing into may have a file size limit in place for eFiled & eServed documents. Please see the Rules & Procedures for your Court in the Resource Center or contact the Court to confirm whether they have a file size limit.
In the File & ServeXpress application, you can access further documentation using the “Resource Center” link in the footer. You can access additional information through the “FAQs” link in the footer as well.

Yes, from the home page go to the Track & Manage Section and select the Billing Information Link. From there in the format dropdown select Invoice and then select the month and date you want to view.
Yes, have your organization administrator go to the Preferences section (upper right-hand corner of any screen) and select the My Organization link on the left-hand side. There is a section titled Invoice Options. Simply choose Electronic Invoices only and enter the email address where you would like your invoice to be emailed.
Fill out the Payment Authorization Form, select the “reoccurring monthly transaction” option in the form, and send it over to invoicing@fileandserve.com.

These fees can include case initiation fees, filing fees, jury demand fees, citation preparation fees, copy fees, etc. These fees are the same as those charged for filing over the counter. - Court Service Fee
Jurisdictions MAY elect to collect a Court Service Fee for accepting eFilings. Many jurisdictions such as the appellate courts, Dallas District, Travis District, Denton District, and Hidalgo District do not collect a jurisdiction (convenience) fee. A $2.00 Court Service fee is the norm in most jurisdictions. - eFiling Manager Convenience Fee
eFiling Manager charges a 2.89% credit card processing fee on the total of all fees for the filing. Since the jurisdictions cannot pay this fee it is charged to the filer.
If your document is rejected by the Clerk, the Court filing fees and the processing fees are not charged.
The eFileTexas system requires payment by credit card. During Registration, Firm Administrators can add payment information on the Payment Accounts Tab.
